PIRC investigation: Crown directed investigation into circumstances leading up to death of 34-year-old man


The Police Investigations & Review Commissioner (PIRC) has been instructed by the Crown Office and Procurator Fiscal Service (COPFS) to carry out an investigation into the circumstances relating to the death of 34-year-old Kirk Leggatt.

The investigation will focus on Mr Leggatt's interaction with police up until the point he was transferred on 27 July 2015 into the custody of the Scottish Prison Service and taken to Low Moss prison, where he died shortly after his admission.

The matter has been passed to the PIRC following subsequent investigations by the Scottish Fatality Investigations unit.

A report on the Commissioner's findings has been submitted to the COPFS for their consideration.
