Commissioner submits report to Crown relating to death of 34-year-old man


An investigation into the circumstances relating to the death of 34-year-old Kirk Leggatt has been submitted to the Crown Office and Procurator Fiscal Service (COPFS).

The investigation focused on Mr Leggatt's interaction with police up until the point he was transferred on 27 July 2015 into the custody of the Scottish Prison Service and taken to Low Moss prison, where he died shortly after his admission.

The matter was passed to the PIRC following subsequent investigations by the Scottish Fatality Investigations unit.

The Commissioner's findings have been submitted to the COPFS for their consideration.
